Vietnam's island, beach and diving operators, ranked
Two different businesses share this page: dive centres that train and certify people underwater, and boat operators that take groups out for the day. Booking the wrong one is the most common mistake in this category.
Dive centres and boat operators are not the same business
A dive centre is a training and safety organisation. It holds an agency affiliation such as PADI or BSAC, it employs instructors and divemasters who are individually certified, it maintains compressors, cylinders and regulators on a service schedule, and it can teach you to dive from nothing or take a certified diver to depth. A boat trip operator runs a vessel and a day programme: several stops, snorkelling gear, lunch, a guide who counts heads. Both are legitimate. They are not interchangeable, and the price difference between them is not a discount, it is a different product.
The practical test is simple. If the company can put a regulator in your mouth, it is a dive centre and you should be asking about instructor ratios, cylinder servicing and which agency it answers to. If the company sells four islands, three stops and a buffet, it is a boat operator and you should be asking about group size, life jackets and whether the snorkelling stop is a reef or a sandy patch next to a jetty. Some operators do both, and a few of the general tour companies below simply buy a seat on someone else's boat and resell it inside a longer itinerary, which is fine as long as you know that is what you bought.
Season is the other thing this category turns on, and it does not work the same way from one end of the country to the other. On Phu Quoc, the southern reefs are usually dived from around October to April, because the south-west monsoon runs roughly May to September and pushes wind and swell straight onto that side of the island. Nha Trang runs on a different clock: central Vietnam's rain arrives late in the year, so the months that suit Phu Quoc best are not automatically the months that suit Nha Trang, and a trip planned around one coast can be badly timed for the other. Con Dao and Cat Ba have their own patterns again.
Treat all of that as a planning guide and nothing more. Visibility and sea state, not the calendar, decide whether a trip actually runs on the morning you turn up. A settled week inside the monsoon can produce a good day, and a storm in the supposed high season will cancel one. The operators worth booking are the ones that will call it off, move the site or refund you rather than take a boat out in conditions that make the day pointless. Ask what the cancellation policy is for weather before you pay, and build a spare day into the itinerary if the diving is the reason you came.

The ten, in order
1. Rainbow Divers, Nha Trang
Rainbow Divers has its head office in Nha Trang and further bases at Whale Island, Phu Quoc, Con Dao, Hoi An and Saigon. It was established in 1996 by Jeremy Stein, a PADI Course Director, holds PADI CDC and Gold status, states twenty-five consecutive years of PADI awards of excellence, and says it is the only BSAC Resort in Vietnam. That combination makes it the obvious first call for anyone who wants a proper course rather than a try-dive, or who wants the same standards on more than one coast. The limitation is scale: a multi-base operation running courses at volume is not the intimate two-boat outfit some divers prefer, and peak-season groups can feel busy.
2. Vietnam Tour Booking, Phu Quoc Partner
Vietnam Tour Booking has its head office at 68 Tran Hung Dao Street on Phu Quoc, so unlike most companies selling the island it is actually run from the island. It states over fifteen years in the industry, sells land and cruise tours across northern, central and southern Vietnam plus Laos and Cambodia, and offers a money-back guarantee and 24/7 support. Our profile is at Vietnam Tour Booking. It suits a traveller who wants the island days folded into a longer trip by a company with staff on the ground there. The limitation is that this is a tour operator, not a dive centre, so certified diving is bought in from a specialist.
3. OnBird Phu Quoc, Phu Quoc
OnBird Phu Quoc runs small-group snorkelling and customised diving on the southern reefs at roughly one guide to four or five guests, adjusts its itineraries daily according to water conditions, and positions itself around conservation rather than volume. That daily adjustment is the single most useful thing on this page: it is the behaviour you want from any operator working a coast with a monsoon season. It suits snorkellers and confident swimmers who want a reef rather than a party boat. The limitation is capacity and rigidity in the other direction: small boats fill early, and a group that wants fixed departure times and a guaranteed seat will find it harder to book late.
4. Canary Tourist, Hanoi Partner
Canary Tourist works from 28 Ngo Huyen in Hoan Kiem, Hanoi, and names Phu Quoc among its four destinations alongside Hanoi, Ha Long Bay and Lan Ha Bay. It sells guided packages with a guide and a driver, and takes payment by Visa, Mastercard, PayPal, Payoneer and OnePay. Our profile is at Canary Tourist. It suits someone who wants the island section handled inside a single booking that also covers the north, paid for by card in one transaction. The limitation is the obvious one: this is a Hanoi-based general operator, so the boat and any diving on Phu Quoc are contracted to local suppliers rather than run in-house.
5. Sailing Club Divers, Nha Trang
Sailing Club Divers is at 10 Da Tuong in Vinh Nguyen, Nha Trang. It was founded on 22 June 1999 as Octopus Diving Club and renamed in November 2004, and it is a PADI Five Star IDC Centre diving the Hon Mun area, with Phu Quoc operations as well. Booking desks sit at Nha Trang Sailing Club, Mia Nha Trang, Six Senses Ninh Van Bay and Evason Ana Mandara, which makes it convenient if you are staying at one of those. It suits certified divers and people taking a course in Nha Trang. The limitation is that Hon Mun is a heavily used site, so manage your expectations on coral condition and on how many boats share the water.
6. Alotour, Hanoi Partner
Alotour is at 24 Trang Tien in Hanoi and lists Phu Quoc among its destinations, with island days built into multi-day southern itineraries rather than sold as a standalone boat product. The company describes more than eighty tour packages, mostly two to five days, and typically combines trekking, cruising, cycling and motorbike sections inside one itinerary. Our profile is at Alotour. It suits a traveller who wants beach time as the rest day inside a busier trip, arranged by the same company handling everything else. The limitation is that a beach day inside a package is rarely the best beach day available, because it is scheduled around the itinerary rather than around the sea.
7. Pacific Boat, Phu Quoc
Pacific Boat operates from Cau Ba Phong on Tran Hung Dao Street, Phu Quoc, was founded in 2017, and also sells products in Da Nang, Hoi An and Nha Trang. Its signature trips are the Ocean Discovery four-islands boat trip, a south Phu Quoc exploration and a Cham Island programme. This is squarely a boat trip operator rather than a dive centre, and it is a good fit for families, mixed-ability groups and anyone who wants a day on the water with snorkelling stops rather than tanks. The limitation follows from that: if you are a certified diver chasing depth or a specific site, this is not the product, and you should book a dive centre directly.
8. Con Dao Dive Center, Con Dao
Con Dao Dive Center is at 25 Tran Phu, Zone 6, on Con Dao, and was founded in 2013. It runs diving, freediving, snorkelling and turtle-nesting trips from a covered speedboat capped at eight divers per trip, which is a genuinely small number and shows in the water. Con Dao is the most remote destination on this page and the least developed, which is exactly why experienced divers go there. The limitation is access and season: getting to Con Dao takes a flight or a long ferry, the archipelago has its own weather window, and a hard cap of eight means a booking that falls through is not easily replaced at short notice.
9. Asia Outdoors, Cat Ba Island
Asia Outdoors is at 225 Mot Thang Tu on Cat Ba Island, Cat Hai, Hai Phong, and is the odd one out here in a useful way. It runs rock climbing, deep water soloing, sea kayaking, stand-up paddleboarding and trekking in Lan Ha Bay, and it is licensed by Cat Ba National Park to run deep water solo trips, which is not a permission every operator holds. It suits an active traveller who wants the limestone islands from above and beside the water rather than under it. The limitation is that there is no scuba programme here at all, and the northern climbing season is weather-dependent in its own way, so this is not a substitute for a dive trip.
10. Vietnam Active, Nha Trang
Vietnam Active is at 15 Nguyen Trung Truc in Nha Trang and also has a Phu Quoc location. It is a PADI five-star dive centre offering scuba, freediving and snorkelling, and it prices all-inclusive with no hidden fees, which in a category where gear rental, park fees and transfers are often added at the desk is worth more than it sounds. Having a presence on both coasts means one operator can cover a trip that takes in Nha Trang and Phu Quoc. The limitation is that a centre split across two locations depends heavily on who is instructing on the day, so ask which instructor you have been assigned and what their ratio will be.

How we put this list together
Everything here comes from what each operator publishes about itself, checked in September 2026: addresses, agency affiliations such as PADI or BSAC, stated founding dates, boat capacities, group ratios and the destinations each company actually names. We have not dived with any of them, we did not take the boat trips, and we interviewed nobody, which is a real limit on what this ranking can tell you. In this category we weighted three things heavily: whether the company runs the water activity itself or contracts it out, whether it states a group or diver cap in public, and whether it admits that conditions can cancel a day. A published cap and an honest weather policy are the two most reliable signals available from outside. When this is the wrong thing to book
Island and beach days sell well because they look good, which means a lot of people buy one when they wanted something else entirely. These are the situations where the money is better spent elsewhere.
- You are on the wrong coast at the wrong time. Booking Phu Quoc reef snorkelling in the middle of the south-west monsoon, roughly May to September, means paying for a day that may be cancelled or moved to sheltered water. Move the beach section of the trip or change your dates on our when to go page.
- You actually want the limestone scenery rather than the reef. That is a bay cruise, and the Ha Long and Lan Ha cruise list covers it properly, including which companies own their ships.
- You have one spare day and no swimming confidence. A four-island boat trip with three snorkelling stops is a long day to spend on a boat you cannot use, and a day trip on land will give you more.
- You want a certification course but only have two days. Open water courses need more time than that, and squeezing one in around a fixed departure flight is how people end up paying twice.
- You are trying to build the island section into a full country itinerary yourself. That is what a package tour or a tailor-made designer is for, and the sequencing of flights, ferries and sea conditions is exactly the part that goes wrong unsupervised.

What should I ask a boat operator before booking?
How many people are on the boat, what the guide to guest ratio is, whether the snorkelling stop is an actual reef, and what is included beyond the ticket price. Gear rental, national park fees and hotel transfers are the three costs most often added later.
For diving, add the agency affiliation, the instructor's certification level and the diver cap per boat. Operators that publish a cap in advance, such as an eight-diver limit, are usually the ones that keep to it.
